Abstract: Human resources management is currently carried out at all levels: from structural units of the organization to government levels. The main recommendations in the field of human resource management were developed by the International Labor Organization. The main provisions of the ILO are aimed at creating relationships between various parties of the labor process, maintaining normal and safe working conditions in the workplace. In any state has its own system of government bodies dealing with social policy, employment management and labor relations. In the Republic of Uzbekistan, at present, the Ministry of Employment and Labor Relations functions as part of the Government. The article presents the formation of an effective human resource management system. Currently, in science and in the practice of human resource management, various concepts are distinguished to denote the participation of people in the labor process, such as labor resources, labor force, human resources, labor potential, and human resources. Due to the fact that the development of theoretical and practical knowledge about managing people is of an evolutionary nature, the system of views on methods and methods of management was formed as society’s perception of the values and needs of people developed.
